The Board Presidents Workshop provides current and aspiring board presidents with tools for focused leadership. Attend and learn how to forge effective governance teams, conduct productive meetings and fulfill governance responsibilities in ways that focus all district and county office efforts on student learning and achievement. The election is over and it’s official—you’re now on the board. What’s next? CSBA’s one-day orientation for new trustees will get you through your first 100 days of service with ease. Start building your network today by meeting other newly elected board members and sharing common goals, experiences and concerns. It is crucial for the board and superintendent to work closely to provide governance leadership in support of enhanced student learning and achievement. Board presidents and superintendents are encouraged to register new board members for this vital training and to attend with them.

(1.5 hr. MCLE) Janus v. AFSCME – The panel will address complicated issues related to the US Supreme Court’s Janus decision, including impacts on collective bargaining agreement and established policies.

(1.5 hr. MCLE) “Can I Say That?” Board Member Free Speech Rights – Board members are tasked with implementing and defending district policies, and constantly face polarizing issues. As a result, whether in the board room or in front of media, board members often question the boundaries of their free speech rights. Where do their First Amendment rights start and end? What rules govern board member blogs and use of other social media platforms? Can I use my personal devices to conduct school district business? This hot-button workshop assists board members with understanding free speech rights specific to politics, religion, social media, and other school district matters, as well as public record act issues relating to board member use of personal electronic devices.

MCLE) Effective Utilization of Outside Counsel: Maximizing Your Time, Resources, and Happiness – Districts and county offices of education frequently rely upon private law firms and consortiums to provide vital legal advice on critical and time sensitive issues. With limited financial resources, both clients and attorneys desire value in return for expenditures on legal services. The panel will identify areas in which your agency can responsibly save money on legal services, ways to maximize dollars spent on legal services, and how to communicate with outside counsel to ensure you are pleased with their services.

(1.0 hr. MCLE) Avoiding Conflicts: Navigating the Political Reform Act & Section 1090 – Conflicts of interest can result in significant impacts on board members and their districts. Both board members and consultants are seeing increased scrutiny from the press and regulatory agencies over financial conflicts of interest. This presentation will review recent rulings and guidance on what is a “financial interest” and when does a board member have a conflict. Attendees will leave with an understanding of how the Political Reform Act and Government Code section 1090 can impact them and tips to avoid common pitfalls.
